d410b990dc ffmpeg: Add 4.3.1 package 
This is a minimal version of FFmpeg specifically compiled for yuzu.
Package generation details can be found at
`ffmpeg-4.3.1.7z/ffmpeg-4.3.1/ffmpeg_compile.sh`, though that script is
mostly there for keepsakes until we need to update FFmpeg again.

Compiled using MinGW toolchain.
