parallel: Add and Subtract with Exchange improvements

* Remove asx argument from PackedHalvingSubAdd{U16,S16} IR instruction
* Implement Packed{Halving,}{AddSub,SubAdd}{U16,S16} IR instructions
* Implement SASX, SSAX, UASX, USAX
